SACRAMENTO, CA — Today, the California State Assembly passed two pieces of legislation designed to safeguard constitutional rights and protect Californians from reckless federal immigration enforcement. AB 1806 and AB 1807 were developed in response to continued federal activity in Los Angeles, the deadly violence in Minneapolis, and continued threats from federal immigration enforcement as experienced throughout the country.
“California cannot stand idly by as ICE agents tear through our communities, threaten lives, and destroy families,” said Assemblymember Jesse Gabriel (D - Encino). “We must exercise our power and authority to defend our immigrant neighbors, push back against federal overreach, and preserve our constitutional rights. The violence and chaos from the Trump Administration’s reckless and failed immigration policies must be stopped.”
Independent State Investigations
AB 1806, authored by Assemblymember Jesse Gabriel (D - Encino), would require that the California Attorney General conduct an independent, transparent, and thorough investigation into any incident involving a shooting resulting in the death of a civilian by a federal immigration enforcement officer, like in the case of Alex Pretti. This new law would provide much needed transparency and builds on AB 1506, which was authored by Sacramento Mayor Kevin McCarty when he served in the State Legislature.
“As the author of the landmark legislation that created independent investigations into police shootings (AB 1506, 2020), I applaud the actions of Assemblymember Gabriel to expand this law to include actions by federal officers, " said Sacramento Mayor Kevin McCarty.
Protecting State Resources
AB 1807, authored by Assemblymember Jesse Gabriel (D - Encino) and Juan Carrillo (D - Palmdale), would protect state resources from being commandeered to advance the Trump Administration’s dangerous immigration agenda. This prohibition would ensure that state resources are used for their intended purposes. This measure is intended to further ensure that California does not support, facilitate, or promote reckless federal actions that endanger vulnerable immigrant communities as well as American citizens.
“What we are seeing throughout our nation is a result of an administration that has normalized fear, intimidation, and use of force in our communities. That is why I’m proud to stand alongside Assemblymember Gabriel to ensure federal agents do not continue to terrorize immigrant communities and American citizens in our state,” said Assemblymember Juan Carrillo (D - Palmdale), Vice Chair of the California Legislative Latino Caucus.
California’s top immigration policy experts additionally applaud the passage of this legislation as co-sponsors of the bill.
“We are proud to co-sponsor AB 1807 because it prevents state-owned property from being commandeered for repressive and frequently unlawful federal immigration enforcement actions. This will increase community confidence that all Californians can safely access state facilities and services,” said Shiu-Ming Cheer, Deputy Director at the California Immigrant Policy Center.

The legislation now heads to the State Senate where it is expected to be heard in committee in the coming weeks.
